Why MLC 2006 Matters

Maritime Labour Convention (MLC) 2006 is the maritime industry's "bill of rights" for seafarers. Among its key provisions: recruitment agencies cannot charge candidates any fees — directly or indirectly.
This means that if a cruise line or hotel hires crew through an agency that charges candidates, the hiring company also carries legal liability — not just the agency.

Article 4: No fees to candidates
Manning agencies are prohibited from charging seafarers any fees whatsoever — including "training fees", "document fees", or "placement fees" disguised under different names.

Vessels flying the flag of MLC-ratified states must only use compliant recruitment agencies. Non-compliance can result in vessel detention by port state control.
